The Fifth Circuit has affirmed the Board of Immigration Appeals’ decision in Matter of W-Y-C- and H-O-B-, which requires asylum seekers to specify a particular social group at trial, and prohibits asylum seekers from raising new particular social groups on appeal to the Board of Immigration Appeals.
